- Kenwahn Tillman, 21, of 1717 N. California; arrested about 9 p.m. Tuesday in the 500 block of Spring Grove and booked on charges of unlawful use of a weapon for allegedly possessing a revolver, no firearm owner's ID card, resisting/obstructing police, no driver's license and illegal transportation of alcohol.

The victim was found in the yard at 815 Spring. One tip that was not completely clear was that the victim was the operator of a chicken restaraunt on Spring Street, between Madison and Monroe and that it was a gang way of handling a bad business deal.

From the Peoria Journal Star:

A Peoria County grand jury indicted Stephen J. Bailey, 20, of 1808 S. Arago St.; Louis D. Bailey, 20, of 123 Charlton St.; and Torlando D. McDonald, 21, of 1616 N. Delaware St. in connection with English's death.

Louis Bailey and McDonald, both of whom are in custody, were ordered held on $1.5 million bond. A $1.5 million warrant was issued for Stephen Bailey's arrest. It was unclear whether the Baileys are related and if so, how.

Police Capt. Mike Scally said all three have gang ties but agreed with Pattelli's assertion that it was money that led to the fatal shooting.

About 2:45 a.m. Saturday, police responding to a call of a man shot at 815 Spring St. found English's body in the rear yard. English, 31, of 1016 E. Virginia Ave. was pronounced dead at the scene at 4:10 a.m.

White Oaks Treatment Center: notes from the inside

1. Most of the people in the overflowing White Oaks detox are in on herion. Heroin is very cheap and that may be a factor in the number of young people that are using it and winding up at White Oaks from as far away as Rockford. The young people are almost exclusively, middle and upper middle class white kids from suburban areas and subdivisions.

2. Five clients were booted from the treatment center recently, 4 for using while in the treatment program and 1 for supplying them with clean urine. One guy needed to complete a 30-90 day treatment at White Oaks or otherwise receive a 7 year prison scentence. This guy came up positive, failed the treatment program. His reaction was to claim that at least in prison I know exactly how many days I have to do, but that he could not deal with not knowing how long his treatment program would last 30-90 days. Don't you love that these guys get a choice.

3. While the 20 somethings are being treated for herion addiction, the 40 somethings are there for crack and the 60 somethings are there for being drunks.

When this home owning couple goes off to work each date their brats come out to play, ditching school, and being the neighborhood hangout for thugs.

One realtor has a pretty worthless listing on that street. He'll have to wait until it gets cold before someone looking to move up from the Southside will take an interest in a property across the street from a porch full of shirtless hoodlums.

The hoodlums have even been observed boxing in the middle of the street.

And of course, any white guy driving by gets "the look" from evey pair of eyes on the porch. The look is to threaten and intimidate the kind of law abiding citizen who would call a cop, and at the same time, solicit the white guy who is looking to cop some crack.
