The victim was found in the yard at 815 Spring. One tip that was not completely clear was that the victim was the operator of a chicken restaraunt on Spring Street, between Madison and Monroe and that it was a gang way of handling a bad business deal.

A Peoria County grand jury indicted Stephen J. Bailey, 20, of 1808 S. Arago St.; Louis D. Bailey, 20, of 123 Charlton St.; and Torlando D. McDonald, 21, of 1616 N. Delaware St. in connection with English's death.
Louis Bailey and McDonald, both of whom are in custody, were ordered held on $1.5 million bond. A $1.5 million warrant was issued for Stephen Bailey's arrest. It was unclear whether the Baileys are related and if so, how.
Police Capt. Mike Scally said all three have gang ties but agreed with Pattelli's assertion that it was money that led to the fatal shooting.
About 2:45 a.m. Saturday, police responding to a call of a man shot at 815 Spring St. found English's body in the rear yard. English, 31, of 1016 E. Virginia Ave. was pronounced dead at the scene at 4:10 a.m.
