PEORIA - A Peoria man accused of stabbing his girlfriend earlier this month was indicted Thursday by a Peoria County grand jury for attempted murder.

Christopher J. Alexander, 22, stands charged with attempted first-degree murder and aggravated domestic battery. He was ordered held on $100,000 bond.

According to police, Alexander allegedly attacked his live-in girlfriend Aug. 12 at their 1208 N. Sheridan Road apartment.

The Empire Strikes Back

The Peoria Police Department was actually out tonight, investigating who it was that left a flyer informing their neighbors of the existence of a parolee and thug that had moved into their neighborhood and who was smoking crack. The complaint the Police were investigating was for disorderly conduct and criminal trespass to property. Now you know why there is such a drug problem in the city, the police don't want any citizen horning in on the operation that provides them with such job security. Here is the response by individuals aware of the police's investigation. Note, that the police almost seemed to be embarrassed that they were investigating this, rather than the real crime in the neighborhood, but they were actually Mirandizing people and asking. It was pretty obvious that the police were not even familiar with the law on disorderly conduct, or criminal trespass. But should that surprise anyone considering the lying excuse for a lawyer (Murphy) that the police department could not get rid of all of those years.


To: The yet to be identified Neighborhood Darth Vader that called the Peoria Police Department alleging that the person who distributed the flyers (Luke Skywalker) warning the neighborhood about the criminal activity (crack cocaine use by a violent multiple felon) at 406 W. Armstrong had committed CRIMINAL TRESSPASS and DISORDERLY CONDUCT.

I think the arrest date given for Ms. Howard by anonymous is wrong. I think she was busted the end of May, not March. Was in the PJSTAR. I know who this woman is. Bad news. Her boyfriend Mike was busted a few months earlier and as far as I know is still locked up. She spend a week or so in jail and was hustling as soon as she got out. She sells to anyone no matter how young they are and pushes her goods hard. Check STARS archives or call the police dept. She used to be my nephews neighbor and my sister had a bad time with keeping her from pushing her crap at my 15 year old nephew. Shes a piece of trash this city needs to be rid of.

1. Have an email broadcast or blog where the people involved in the neighborhood can immediately inform everyone else the Who, What, Where, When and How of the criminal activity;

2. Coach the people to give full and detailed desciptions of the activity, including the time and date, street address and description of the people and activity;

3. Obtain the email address of your Neighborhood Police Officers, their supervisors, and the police chief and email them all of these crime reports. Also include code enforcement on this list;

4. Get the names and addresses, phone numbers of the owners of the rental property, and businesses, and include them on the list. If they are slumlords, they will be soon requesting to be taken off the list, because they can't stand seeing people eamil everyone about what it going on at their property and complaining about them not doing anything about it;

5. Make certain that the owners of property are advised via mail that if there is any evidence of drug activity on their premises, the law allows them to evict after serving the tenants with a five day notice. If the slumlord is take of the email list, continue to see that they receive the information via the mail, so that when you sue them, you can claim that they had "prior knowledge" of the criminal activity and did nothing about it;

6. Sue the worst slumlord in your neighborhood for abatement of their property, and for civil damages for impinging on your right to quiet enjoyment of your neighborhood;

7. Make certain that all of the other owners of property get updated when you sue and every time there is a court appearance;

8. If a property is for sale, or vacant, actively recruit people that you know to buy the property. The best are going to be people that live in or already own property in your neighborhood. You are not so much concerned initially whether they can make repairs at it, but rather that they will not allow criminals to reside there;

9. Make certain that code enforcement leaves the new owners alone. A property can be a major criminal and code issue for years, but as soon as you finally get a new owner in it, code enforcement comes over and greets them with a summons to housing court.

10. Get a 12 step group to meeting somewhere in your neighborhood. Someplace like an old neighborhood bar. If you rent to them, they will not only tell you where the drug houses are, but also the names of the people living and selling from there.

12. If you ahve a problem with a person or particular address, make certain that you take the information to the Peoria Parole Office and turn it over to the supervisor there. They will be able to immediately search the house if their is a parolee on the premises;

13. If your Neighborhood Police Officer will not share information with you, get another NPO. You cannot have any officer working a regular or sub shift that is not keeping up on the email information that you are sending out and that is not filling in the gaps of information with information that you should know;

14. If you can get people from outside your neighborhood to come in and view the activity and then have them confront the people and the owners of the property, that sort of confrontation will raise the blood pressure of the hoodlums and the owners. And you can peek out your windows and snicker.

15. Post the names and mug shots of criminals in your neighborhood on a WANTED Poster format offering a bounty for information that sends this person back to IDOC.

16. Post the names and address of slumlords, and ask for information that you can use in your civil suit against them.

17. Don't start quarrelling with people who are on your side, because their tactics are not yours. When was the last time the police cleaned up a neighborhood? But when men were vigilant men, the police were not needed to clean up a neighborhood.

18. If you have some nice properties in the neighborhood that could benefit from some decorating or landscaping, do this to the ones that are the most visible that might be emulated by other people in the neighborhood or entice a homeowner from another neighborhood.

19. If you have a house that was tastefully divided into a multi unit, don't screw a new purchaser in regards to the zoning of multi units and try to get the property back into a single family home. If you have more than two bedrooms in a home, it is going to be rented to someone with more than one child. It is also more likely to be purchased by someone with children. But if your neighborhood is still pretty rough, rarely are parents with the kind of kids you want as neighbors going to buy that 3-4 bedroom. 1 and 2 bedroom multi units are preferable because you get single people, young couples and a single parent with one child. That will also cash flow better for an investor, so they will have more money to put into a property.

20. Likewise, don't hassle the people who want to have an office or small business in the neighborhood. Their are certain types of business's and zoning that you want on particular blocks and particular structures, and some that you don't. But you actually have more control over a place that has a business use zoning, than you do a place that is soley residential. This is especially true when the owner is applying for the zoning and you can agree to support their zoning request, if they will upgrade the property.

21. Don't let anyone run off good people and projects, because they don't fit that persons particular tastes. That person may at times have a valid point, but they can cost you some really good neighbors and a lot of investment into your neighborhood. The people that are aggressive, but friendly and who will give not only their ideas, but time and assistance, enhance the profile of those people in your neighborhood, as your "neighborhood marketing team".

From the looks of those who poured out of the building at 10:00 in the morning, during a recent fire in one of the units, we got a whole lotta geekin' going on. "Geekin" is an expression for someone who has smoked their crack and is down from the high, but is still acting crazy, 'cause their brain is so fried. Anonymous Tolerating of the Tolerators at 125 E Richmond

The following is an anonymous post, in response to the allegation that 125 E Richmond has the wrong element hanging out on the property. The anonymous poster's attitude reflects some of of the major obstacles responsible home owners and landlords have had in trying to clean up the city. That obstacle is the "Toleration of the Tolerators"

1. Mrs. Carpenter has a pretty ignorate support, who goes right to playing the racial hatred card;

2. The Tolerating Tolerator then accuses the authors of this blog of being crackheads.

3. The Tolerating Tolerater accuses our post of slander, but then implys that Mrs Carpenters children bring friends over that are not the best of the best kids.

4. The Tolerating Tolerator then acknowledgeds that Mrs Carpenter does not turn any child away from her door. So not only is Mrs Carpenter accomodating the juvenile delinquents, she in sort of running an open, unsupervised juvenile shelter for them, while she goes to work every day.

5. And then we have the fallback arguement that every slumlord in town makes, "If the City of Peoria, or the Police Department, have not cited or arrested them, and if the State's Attorney has not prosecuted them, how can I have any responsibility to control what they do on my property?"

6. The anonymous author then makes the charge that the intent of this blog is to run some people out of their property so that we can buy the homes.

7. The anonymous author then leaves a clue as to problem in the Carpenter household in the statement, "Is it a crime to have an illness like alcoholism." This statement causes us to wonder if this is not the root of juvenile delinquent hangout problem at the Carpenters. If the older generation is drunk, we should not be surprised if the younger generation is dealing crack.

Unfortunately, it is the ignorant ranting like this Tolerating Tolerater, that people like Matt Hale pick up on and use to sterotype all people of a particular race. For some reason, the anonymous poster reminds me of Martha Ross who would not even expell from District 150, dangerous criminals who were arrested and prosecuted by the State's Attorney.

Further in our defense, look how we have nailed the Tolerating Tolerator Bradley Dean Claire Etaugh in the Uplands. And Pat Chambers at Southside Bank. We are equal opportunity exposers of people who are into tollerating personal and financial arrangements with people who are hurting our community.

Someone needs to let Pat Chambers know that he and Southside Bank have been mentioned on this blog, as being the financiers of a number of properties, owned by the last person that you want buying a rental property next door. But they seem more interested in football.

I recently went to visit a friend of mine's mother who is 80 yrs old on the 2100 block of Malone. What I want to know is where the hell are all the police??? I cant think of any donut shop around there!!!There was probably 15 people on the porch and in the street selling crack!! As I drove by they are in the street asking if I want to buy any crack. I am very afraid for all the elderly people there that have lived there all their lives and refuse to move or they cant afford to leave. Well anyways it is the white house on the corner of Malone and Westmoreland. Drive by you will for sure know which house I am talking about!!

I dont know his address but i know he lives on maddison on the cornor their is 2 brick houses and his is the second one on the right. I really hope someone can bust him.

I dropped into the State Rep Aaron Schock office on main regarding my request for addresses of parolees. Got to chatting about the drug houses in the neighborhood and they brought up the prostitution working on Main Street. They have to keep their door lock because of the wetbrains (my choice of words) that will just wander in their door.

You need to include 401 NE
Monroe. It is an incredible building, but it has 13 units and is owned by Roger Heim. It has crack and whores, last time I checked.

I also had a tip about the drugs being sold from a brick apartment building on Linn and Republic in the evening.

Claire Etaugh - Child Psychology Prof and Dean

From Bradley University sources, the saying in the Bradley Counseling Center was that if you really wanted to screw a kid up, send them to Claire. Some would not even attend meetings with her because of their perception of Claire's lack of common sense.

A place that sells 101 varieties of blunts, and the glass encased "mini rose" that magically turns into a pipe, is encouraging this behavior.

Also, where do you suppose the buyer heads off to when he cops? A residential neighborhood, where he can also ply his or her skills at acquiring items to sell for more dope. Creating an atmosphere that is ok for selling and using not only gives the nod for addiction, it basically becomes a dont ask dont tell situation. That is no better than what we have now.

I have hung with the wrong people before and the guys they would talk to were some of them and they had crack in their hands that was my first time seeing it,and it scared me I dont know their real names but i know what 2 of them go by. Hey, any late night down on the southside, especially the Phillips station on Western. They also sell squares to the underaged, by the singles for .50c. If you don't find what you are looking for there, you can always go to the Harper Oil on Adams. Or...I could go on and on....a really good spot use to be 1424 Antoinette, I think it has slowed way down since the resident was arrested last year. Though business must still be boomin' the auto's they drive are "tight".

Another very hot spot is the convienence store down by the Taft. I think it's called 'stop and go' or something like that. It is located on Jefferson. Last month I watched a drug deal go down. The dealer had his car backed in and the buyer walked up, dealer went to car to get drugs. As with the previously mentioned store, there was many standing around and strategically placed as to watch for the 5 0. I called the police dept and gave a detailed account of the transaction, including description of the dealer and the parked car. I called PPD later and they said they could not find any drugs. I get very annoyed at the stores that let these people, who are quite obvious about what they are doing, do this in plain daylight.

Here is the text of the WEEK request for an interview this last week. I don't know why they think going on camera would somehow be better than what we already have on the web, which speaks for itself. Sorry, but these "professionally" trained journalists don't seem to get this picture that via the blog, we can say what we want, without their editing, or wasting our time, answering "pat" questions of major market wannabes. 2. What do you hope to accomplish?

DUUUUUUUUUHHHHHHHH!!! That should be obvious not just from the individual postings, but like it is stated in the dedication on the blog heading. But what like, what we think other people might think of what we are doing, like if you want a real story, like go and interview them.......DUUUUUUUHHHHH!!!

For gosh sakes, if this is such a relevant story, put one of the anchors who has lived in Peoria and is a long term part of the community on this. In the meanwhile I hope you readers will email Dunton at WEEK and anyone else in the media whose email address you can get off of their websites and asks them some obvious questions, like why they have yet to stick a camera in the face of the owners and financers of these properties, who are making money off of the people whose behavior is killing our neighborhoods. DDDDDUUUUUUUUUHHHHH!

Dear Ms Dunton:

Some of our contributors are obviously concerned that their sources
could dry up, or that they could be the subject of retaliation from
some of the users, dealers or owners of property, as most of our
sources live on the same streets as the properties who are the subject
of the website.

However, if you could appropriately disguise ones voice and
appearance, I suppose that would make an interview possible.

But your question seems rather obvious........if the information is
out there and instantly available to everyone, would that not increase
the likelihood that the owners and police would take care of the
problem? One would think it would work that way.

I actually think that you would have a better interview if you called
the owners and perhaps Southside Bank and asked them what they thought
of being featured so prominently. If you as a journalist are
sincerely interested in using your reporting to serve the public and
better the community, interviewing these characters or hvaing them run
from your cameras, would seem to be the way to get them to move on the
situaiton. I would think that the threat of this website getting
publicity, would be enough to get Southside Bank to contact their
Mortgagees, and have a heart to heart chat with them. Further,
Southside and the other lenders in the community could agree that they
will write it into their mortgages that they can call the notes, or
raise the interest rates for property that is being used as a criminal
nuisance.

Ask Mac and Mike what they think about approaching the lenders. Mac
has a pretty creative mind and assured approach, and Mike is married
to an attorney. I think that you could approach them, and the threat
of following up, would be enough to get them to do something that
would make a difference within 30 days.

Trust me......start by contacting Southside Bank.

WMBD 31.......wants story on Peoria's Crack Houses

Dear Readers: since WMBD wants a story, why don't one of you who has participated in this site by viewing, contributing to it, or refering others to it, step up her and give WMBD or WEEK an interview. The author(s) of this site are just simply posting on-line for all the world to see what many members of the public can and have told each other (AND LAW ENFORCEMENT AUTHORITIES) about the B.S. that has been going on in their neighborhoods for years. So why not interview them....or better yet, go and interview some of the thugs hanging out on the properties and ask them why these properties are over-run by drug dealing pukes. then if you really want to practice some journalism, go interview the owners of the property and the bankers who finance them. The angle you have attempted to cover by just interviewing the "journalists" who have compiled the stories on this site is just you rehashing the information already available to the entire world.

Any answers to questions you would have for us, could already be answered by your viewers, without us even having to answer them. So why bore us by asking obvious questions? What enquiring minds want answers to, is the questions that you should be posing to law enforcement, the owners of these properties and the bankers who finance them.

Readers: why don't you email your questions to these reporters and have them go and get you the answers to the questions that you really want answered.

We are planning to run a story on your blog for our Wednesday newscasts (Fox 43 @ 9 & Channel 31 @ 10). We can provide you with complete anonymity if you desire - but we want your comment on the purpose of the site, your opinion on the Peoria Police Department's efforts to stop drug/gang activity, and overall, the effectiveness of the site.
I can tell by the way the blog is designed that there's a concern about covering the tracks of the individual(s) who participate on this blog -- do not assume I want to reveal your identity. My understanding is those you are pointing fingers at would like to know who you are - that's not my job. I just want to tell the story.
I will be in the Peoria area around 3pm this afternoon - we intend to run this story tonight and we need your input.

1209 N. Institute - Bradley Liberal Arts Dean Claire Etaugh

From a tip:

Check out the home of Claire Etaugh the liberal arts dean at Bradley,
pretty bad shape weeds peeling paint ect. Also from the PJStar a week
ago Sunday her son Adam Etaugh was arrested at Bradley and Duryea
with heroin and needles at 4a.m. and gave the institute address as
his own. The son (Adam) has been lurking around the uplands for 3
weeks now stopping at houses with all sorts of different stories
about a broken down car and mom is out of town ect. to get a few
bucks for gas or a a new tire. The residents have been calling the
police every night for close to a week whenever this guy knocks on a
door with a new scam. It seems that we must wait for this son of a
prominent child psychology professor to actually burglarize a home
before they will haul him off, I hope that happens before one of our
kids comes walking up with a syringe sticking out of his finger.

Another note: In 1987 the Etaugh kid dropped out of school (Central) and was working at Pizza Hut
on Western Avenue. He was living at home, smoking dope then and didn't last long cooking pizzas.

A tip and a response

Tip:

Another very hot spot is the convienence store down by the Taft. I think it's called 'stop and go' or something like that. It is located on Jefferson. Last month I watched a drug deal go down. The dealer had his car backed in and the buyer walked up, dealer went to car to get drugs. As with the previously mentioned store, there was many standing around and strategically placed as to watch for the 5 0. I called the police dept and gave a detailed account of the transaction, including description of the dealer and the parked car. I called PPD later and they said they could not find any drugs. I get very annoyed at the stores that let these people, who are quite obvious about what they are doing, do this in plain daylight.

But isn't this preferable to them doing it in a residential neighborhood? Just trying to illicit a discussion on this issue.
