Let's not forget that someone made the decision to buy heroin from Deon. Not that drug dealers aren't a problem, but the people that buy them are part of the problem as well.
Maybe if legislators weren't so busy trying to pass laws that give secretaries seat belt tickets, and litterbugs and left-out toy offenders fines, the problem could be realistically addressed.
